It's nicely drawn 
Well in my opinion, plain drawing without shading is just a style.
Anyway, Mavis hair, her dress and her skin color is light while her eyes and the red and blue part of her shirt have a darker color that made it contrast. So I suggest to use light color for the whole drawing so that it'll look more tender and give off a cute feeling. (except the lines ofcuz)
